Kevin Easton 035063abce Add BITCHXRC_NAME to config.h ...

(instead of hardcoding it in irc.c).  Simplify setting of ircrc_file and bircrc_file.

Use IRCRC_NAME and BITCHXRC_NAME in help strings.
