SYNTAX: op [channel] <nick1> [nick2] [nick3] [...]
deop [channel] <nick1> [nick2] [nick3] [...]
op and deop respectively give and remove channel operator
priviledges to the specified users.
Note that this command is disabled when the channel is in NoOp
mode (SEE help set for more information).
