Convert skip_ctl_c_seq() and its callers (except strip_ansi()) from unsigned char to char
This should make no functional difference, and cuts out a large number of
unsigned char * / char * mismatch warnings.

Fix open file leak in /LASTLOG, in situations like:
/LASTLOG -FILE /tmp/a -FILE /tmp/a
/LASTLOG -FILE /tmp/a -CLEAR
/LASTLOG -FILE /tmp/a -LITERAL
/LASTLOG -FILE /tmp/a -BOGUS
Found by Coverity.
