+   on [<modes>]wallop [<serial#>] [-|^]<match> { <action> }

+Description:
+   This hook is triggered whenever the client receives a WALLOPS message
+   (a message sent to all irc operators).
+

+   $1    a '+' if the sender is an operator, '-' if not, 'S' if a server
